Work Permit Framework
Work permit requirement
Foreign nationals wishing to work in Uzbekistan require a work permit issued by the Agency for External Labour Migration. The employer must apply for the permit on behalf of the employee. Work permits are issued within the employer’s approved annual quota allocation. Employing a foreign national without a valid work permit exposes the employer to administrative liability and the employee to deportation.
Employer quota application
Employers must apply for an annual foreign worker quota allocation before hiring foreign nationals. The quota specifies the number and professional categories of foreign workers the employer is authorised to employ. Bond Stone manages quota applications on behalf of international employers — advising on quota planning, application preparation, and ongoing quota compliance.
SEZ employment arrangements
Entities registered in Uzbekistan’s Special Economic Zones have specific employment compliance requirements — including SEZ-specific work permit procedures and local content ratios. Bond Stone advises on employment compliance for SEZ resident entities, including the interaction between SEZ operating conditions and general labour law requirements.
CIS nationals
Citizens of CIS states have a simplified work permit process in Uzbekistan under bilateral agreements — but work permits are still required. Bond Stone advises on the simplified procedure for CIS national employees and on the registration and social insurance obligations that apply regardless of the permit category.

Bond Stone has advised international employers on employment mandates in Uzbekistan. Client confidentiality is maintained across all matters.
