Why Uzbekistan

Uzbekistan — Investment Context 2026

GDP growth of 7.7% in 2025

USD 43.1B of investment implemented in 2025, of which USD 38.2B FDI — up 24% year-on-year, driven by manufacturing, energy, and services

36M+ population — the largest in Central Asia and a major consumer market

15% CIT, 12% VAT — no increase before 1 January 2028 under Presidential Decree No. UP-229

34 SEZs (1 July 2026), stakes in 29 large SOEs for public sale — Presidential Resolution No. PP-145

Uzbekistan — International Financial Centre (Not Yet Operating)

Tashkent International Financial Centre (TIFC)

Created by Presidential Decree No. UP-48 of 30 March 2026. Constitutional Law No. ZRU-1158 of 13 July 2026 has been in force since 25 July 2026, but the Centre is not yet operating: activation requires TIFC Acts and presidential confirmation. Once activated, the TIFC will apply its own Acts backed by the common law of England and Wales, with tax exemptions for qualifying participants (most of them until 1 January 2076), capital repatriation rules set by TIFC Acts, and the Tashkent International Commercial Court for English-language dispute resolution. Bond Stone advises on planning for the TIFC, drawing on its AIFC experience.
