Uzbekistan’s competition law framework was fundamentally reformed by the Law “On Competition” No. ZRU-850, which entered into force on 3 July 2023. This law replaced the earlier 1996 framework and introduced a modern antimonopoly regime covering anti-competitive agreements, abuse of dominant position, economic concentrations (merger control), and unfair competition across commodity and financial markets. The Antimonopoly Committee has broad enforcement powers — including the authority to invalidate transactions completed without required preliminary consent. For foreign investors entering Uzbekistan through M&A or joint ventures, the merger control notification threshold of USD 2.7 million (100,000 BCR) is set significantly lower than Kazakhstan’s thresholds, meaning a much wider range of transactions require Antimonopoly Committee pre-approval than investors familiar with other jurisdictions typically expect.
